The imp pact on Scott A Air Force Base e has been considerable, tho ough less publi icized, as well. Since 2000, relo ocations and fu unding announ ncements have e added to the e base’s growing g significance i in the U.S. mil litary system. The 2005 Base e Realignment t and Closure Commission d demonstrated the Departme ent of Defense’s desire to br ring new missions to Scott AFB through the c consolidation o of the U. S. Ar rmy’s Surface Deploym ment and Distr ribution Comm mand at the ba ase. Several ot ther notable ch hanges have oc ccurred at Scot tt AFB betwee en 2000 and 20 010. ? A ne ew 180,000 squ uare foot, $96 million additi ion to U.S. Tra ansportation C Command HQ w was constructe ed to house th he Surface Dep ployment and d Distribution Com mmand and to create stream mlined operatio ons for its Fuse ed Operations Center, Joint Distribution Process Analysis Center, and Joint Intellig gence Operations Cent ter. ? The 932nd AW (Reserve) , and t the 1,200 men n and women w who are assign ned to the wing g, was convert ted from an ae eromedical eva acuation flying g mission to a very impo ortant person/ /special airlift t mission (VIPS SAM) and the w wing’s C-9A air rcraft were e sent into ret tirement. The wing gained three C-9C airc craft to suppor rt the VIPS SAM mission an nd in 2004, $26 65 million wa as secured for r three new C- -40 airc craft and main ntenance of the C-9 mission at Scott. In 20 009, $88 milli ion was allocated for an a additional C-4 40 for the win ng, beginning t the process of f replacing the C-9 aircraft which left the A Air Force Reserve inventory in September 2011. Futu ure project priorities at Scot tt AFB include a new Base F Fitness Center r ($14 milli ion), a new US STRANSCOM M Mission Planni ing Center ($7 76 million), an nd a new Defe ense Informat tion Systems A Agency (DISA) )-CONUS Facility ($83 millio on). Today, Scott AFB occupies approxim mately 3,000 a acres, employs s more than 13 3,000 military y and civilian w workers, suppo orts an annual payroll of nea arly $1.3 billio on, and procure es an additiona al $200 million n annually for g goods and serv vices. Since Se ept. 11, 2001, Sc cott’s aeromedical evacuati ion system alo one has moved more than 80 0,000 patients s, including 14 4,000 battle-in njured soldiers s. In FY10, UST TRANSCOM coo ordinated from Sc cott AFB the ai irlift of more t than 2 million passengers an nd nearly 1 mil llion tons of cargo o; aerially refu ueled 13,500 a aircraft; and se ealifted 25 million tons of c cargo. As the h host unit at Sc cott AFB, the 3 375th Air Mobility Wing now supports four major headqua arters and a numbered Air F Force with wor rldwide respon nsibilities: Uni ited States Transpo ortation Comm mand (USTRANS SCOM), Headquarters Air Mo obility Comman nd (AMC), th Military y Surface Deplo oyment and Di istribution Com mmand (SDDC) ), Headquarters 18 Air Force, a and the Air Force Global Log gistics Support t Center (AFMC C). Follo owing the close e of FY2010 on n September 3 30, 2010, t the 375th Air M Mobility Wing p prepared the S Stakeholder’s Report to qua antify the e economic impa act of Scott AF FB on the St. L Louis, MO-IL Me etropolitan St tatistical A Area, or MSA. T The impact wa as calculated u using a Secretary of the Air Force p program that w was developed d within the pa arameters of the Office of th he S Secretary of De efense’s (OSD) ) Economic Impact Analysis (EIA) model. Indirect job impacts we ere calculated d using Bureau of Labor Stati istics (BLS) mu ultipliers f for the MSA. T The Office of t the Secretary o of Defense originally develo oped the Econo omic Impact Analysis model to com mpute the eco onomic impact t of Air Force installations fo or 1995 BRAC d decisions. The model: ? ? Provides de ecision-makers s with a “reaso onable, fair, and consistent tool” to compare th he potential ec conomic impac cts of alternat tive BRAC recommend dations. ? ? S STUDY ME ETHODOL LOGY T The following i impact study w was modeled a after a similar report prepar red p precisely ten y years ago using g FY2000 data for Scott AFB. . First, person nnel and e economic impa act data were obtained from m the 375th AM MW, USTRANSC COM, AMC, S SDDC, DISA/DIT TCO, AFNIC (A Air Force Network Integration Center), 126 6th ARW, a and 932nd AW. . The data included the geog graphic distrib bution of Milita ary P Personnel, App propriated Fun nd (APF) and N Non-Appropriat ted Fund (NAF F) Civilian P Personnel, and d Contracts Aw warded by zip c code. T These totals w were then comp pared to data found in the S Stakeholder’s R Report. S Since the data received from m the base gen nerally was not t a full count o of the t totals provided d in the Stakeh holder’s Repor rt, proportiona al extrapolatio on was u used to “predic ct” how the m missing informa ation was geog graphically dis stributed. It t was assumed d the missing d data would be distributed pr roportionally t to the r received data. Appendix 2 of f this report contains a brief description o of the m methodology u used to genera ate the data wi ithin each section. T The procedure used to devel lop the FY2010 0 results varie ed from the FY Y2000 s study in one sig gnificant way. . In FY2000, th he St. Clair County Economic c M Multiplier of 2. .39 was used t to calculate indirect impacts s of Scott AFB on the r region. This mu ultiplier was d developed by t the Federal Re eserve Bank an nd the U University of Il llinois using th he Illinois Regio onal Economet tric Input-Output Model (ILREIM). In FY Y2010, a more widely accept ted model for estimating the e e economic impa acts of public- and private-sector projects s and programs, such as m military base c closings, on aff fected regions s was used—the Bureau of Ec conomic A Analysis’ (BEA) ) Regional Inpu ut-Output Mod deling System ( (or RIMS II). S Scott Air Force Base Community Impa act Study L Leadership Council Southwestern Illin nois N November 1, 2011 7 = Page 13 = U Using RIMS II fo or impact anal lysis has several advantages. RIMS II multipliers can b be estimated f for any region composed of o one or more co ounties and fo or any of t the more than 500 industries s or groups of industries in t the national I-O O table. T The cost of est timating region nal multipliers s is relatively low because o of the a accessibility of f the main dat ta sources for RIMS II. And, a according to empirical t tests, the estim mates based on RIMS II are s similar in magn nitude to the e estimates b based on relati ively expensiv ve surveys. The e multipliers from the mode el can be u used to estima ate the total im mpact of the p project or prog gram on region nal output, e earnings, and e employment (f from Regional Multipliers, A A User handbo ook for R RIMS II ). F For this analysis of the impact of Scott AFB on the St. Lo ouis, MO-IL MS SA, three R RIMS II Multipli iers were used d. The first mu ultiplier, to cal lculate the im mpact of S Scott AFB’s Annual Expenditures on the re egion, was 2.20 045 (the Final D Demand/Outpu ut Multiplier re epresenting th he total dollar change in out tput that o occurs for all industries in th he region for e each dollar of output by the selected industry—in thi is case Scott A AFB). T The second mu ultiplier, to calculate the im mpact of Scott AFB’s Annual Payroll on t the region, was 1.8550 (the Direct Effect/ /Earnings Multi iplier represen nting the t total dollar cha ange in earnin ngs of households employed by all industri ies for e each dollar of earnings paid to households s employed by the selected i industry— S Scott AFB). A And the third m multiplier, to c calculate the i impact of Scot tt AFB’s Emplo oyment on t the St. Louis re egion, was 1.8 8148 (represen nting the total change in num mber of jobs in all indu ustries for each h job at Scott AFB).
